Log into your google account and then go into blogger. Next step, choose the blog that you want to use and then go to Layout. From there you will go to edit layout. When you have clicked "edit layout" you will see the html of your blog. You are going to search for the line

An easy way to do this is to hold down the control button and then hit (control + f). A little search bar will pop up and all you have to do is copy and paste the line into it and it will find where it is. Once you have found that line you will change "no" to yes and the number "1" to whatever number of widgets you would like to place above the header. I usually put three. I hope this helps.
